adds Vite support to
dotcom-build-code-splitting, as a sketch of how we could support both Vite and Webpack in these plugins. the code splitting settings are very old and probably need rethinking for our current crop of common dependencies but whatever.most of the other
dotcom-build-plugins won't be needed; we'll need to set some basic defaults indotcom-build-base.this doesn't work yet, we'd need to add support for a Vite-style manifest in
dotcom-server-asset-loader, and make suredotcom-ui-bootstrapcan load Vite bundles (by default it outputs ESM, which won't work).
